What LGBTQ Promises Will Biden Be Able To Achieve In Early Days?

With President-elect Joe Biden’s inauguration less than a week away, queer folks may wonder what LGBTQ promises he’ll be able to fulfill in the often-referenced ‘first 100 days.’
On a conference call with LGBTQ leaders prior to the holidays, Biden’s team repeated his intention to order the reversal of the transgender ban on military service on January 20, according to the Washington Blade.
The policy, initiated by President Trump via tweet in July 2017, could take up to a year to fully reverse.
But with cases of COVID-19 surging across the country and an unexpected second impeachment trial of Donald Trump, other legislative goals might take longer than previously thought.
The big ticket item for LGBTQ advocates is the passage of the Equality Act, which would add sexual orientation and gender identity as protected classes to the Civil Rights Act of 1964. The legislation would ban discrimination against LGBTQ people on a federal level.
I want every member of the LGBTQ+ community to know you are loved and accepted just as you are — whether you've come out or not. I'll fight every day in the White House to create a country where you can live open, proud, and free — without fear. #NationalComingOutDay
— Joe Biden (@JoeBiden) October 11, 2020
Initially, Biden hoped to have the Equality Act signed into law within 100 days of taking office. And with the Democrats in control of both the House of Representatives and the Senate, passage certainly looks more promising.
But the Senate Judiciary Committee, which would be tasked with handling the legislation, is the same committee that will now have to deal with the impending Trump impeachment trial. LGBTQ advocates told the Blade that, given the current circumstances, granting Biden some leeway would be understandable. “I think we’ve gotten the commitments that we expected and hoped for and sought from the Biden team and from legislative leadership, and what that means for us now is holding them accountable, but also understanding that the country, our democracy, and the ability of people to actually live is going to take priority,” one LGBTQ advocate told the Blade. Others, however, are not so easily assuaged. “The notion that our government can only focus on one thing at a time isn’t acceptable,” said another activist. “You can’t have the agenda and policy goals that Biden does and not have the process to move faster.” LGBTQ leaders will probably see the Equality Act brought up for a vote in at least one chamber of Congress as Speaker of the House Nancy Pelosi (D-CA) had indicated she would bring the bill back to the floor during the first 100 days of the Biden administration. Once the Senate does turn its attention to the Equality Act, another hurdle will be finding at least 10 Republican Senators to support the bill. Sixty votes are required to overcome the legislative filibuster and move to a vote. Wrangling those votes isn’t an impossibility, but could take time. So far, the only moderate Republican senator to signal support has been Sen. Susan Collins (R-ME). But she might be having second thoughts as the Human Rights Campaign pulled their support for her reelection this fall and endorsed her opponent. Collins has been reported as somewhat bitter over the breakup. Aside from the trans military ban and the Equality Act, though, Biden will also be able to advance LGBTQ interests through executive orders. For instance, Biden could sign an executive order directing federal agencies to fully adopt the U.S. Supreme Court’s ruling in Bostock v. Clayton County. That decision found anti-LGBTQ discrimination to be a form of sex discrimination and therefore illegal under existing civil rights law. One Democratic insider told the Blade that dozens of executive orders have already been drafted, although it’s not clear if the directive to implement the Bostock decision is among them at this point.
Let me be clear: LGBTQ+ rights are human rights — and “LGBT-free zones” have no place in the European Union or anywhere in the world. https://t.co/zc8YvSq6iN

Secret Service Bringing In Former Agents To Protect Biden

Staff changes are typical with the arrival of a new president and are designed to increase the trust and comfort the incoming president feels with his protective agents, who often stand by the president’s side during sensitive discussions and private moments.
But the shifts underway occur at a particularly contentious time, as Trump has blamed his reelection loss on unfounded allegations of voter fraud and has sought to block his administration from treating Biden as the president-elect. Some in the Secret Service also came under criticism during Trump’s tenure for appearing to embrace his political agenda.
For instance, some presidential detail members urged other agents and Secret Service officers not to wear masks on presidential trips this year — against the administration’s own public health guidance — as the president felt wearing masks projected weakness, The Washington Post has reported. The Secret Service also took the unprecedented step of allowing the former detail leader to temporarily leave his job to become a White House political adviser.

Biden campaigned on promises of new infrastructure projects like building new highways and bridges as good for the country and a way to create good paying jobs while balancing the impact on the environment.

Pete Buttigieg May Be Named US Ambassador To China

Why it matters: The 38-year-old former mayor of South Bend, Indiana, whom Biden has compared to his late son, Beau, played a key role in Biden’s nomination. Letting him deepen his foreign policy chops could boost Buttigieg’s future, since many inside the Democratic Party believe his return as a presidential candidate is a matter of when, not if.
Buttigieg electrified donors and rocketed to the top of the party, winning the most delegates in the Iowa caucuses earlier this year before dropping out to consolidate moderates’ support around Biden.
But finding a Cabinet position for him has been a challenge as the former VP focuses on nominating women and people of color to high-level posts.
China isn’t the only foreign post where Buttigieg, a polyglot, could end up — and his name remains under discussion for some domestic leadership positions as well.
Axios goes on to note that the China ambassadorship is general a post given to politicians in the mid-to-late point of their careers as an indication of respect to China. If confirmed for the spot, Buttigieg would only be 39-years-old. Mayor Pete is very smart, and has a broad perspective on foreign affairs. But, as a fan, my concern is that the China post would take him out of the public eye here in the U.S. According to Axios, Buttigieg apparently was hoping to be ambassador to the United Nations which sounds like the perfect spot for him. Others think it’s a good move for Mayor Pete.
A huge role that would give Mayor Pete the kind of standing that sets him up for a national role. A future Harris-Buttigieg ticket one day would not surprise me at all. https://t.co/d5CsvfOx0G

Grand strategy aside, think about what Pete Buttigieg as U.S. ambassador could mean for LGBTQ+ people in China who still live in the shadows
His impact could disruptive, in a similar but also different way, from Gary Locke's when he was ambassador https://t.co/cnpX9lhroF https://t.co/LM6AmYlN6p pic.twitter.com/IyqnZ6aFYe

I think this would be a good landing for Pete.
VA is career death. Transportation and Commerce are meh.
Getting a top ambassadorship puts him on a George HW Bush-esque globe-trotting elder statesman path.
And Pete would be going China 11 years before Bush did. https://t.co/PvvL7qbpMQ

Biden To Name Gen. Lloyd Austin As Defense Secretary

General Austin, 67, was for years a formidable figure at the Pentagon, and is the only African-American to have headed U.S. Central Command, the military’s marquee combat command, with responsibility for Iraq, Afghanistan, Yemen, Syria — most of the places where the United States is at war.
He was selected over another front-runner, Michèle A. Flournoy, who had served in senior Pentagon policy jobs and mentored a generation of women in national security who had pushed for her appointment as the first female defense secretary.
Mr. Biden, who is meeting with N.A.A.C.P. leaders Tuesday, was facing pressure from the Congressional Black Caucus and other Black officials to name an African-American to run the Defense Department or Justice Department.
