GOP Pulls Medicaid Ban On Gender-Affirming Care From ‘Big Beautiful Bill’

Erin Reed, an award-winning independent journalist who’s always on top of transgender issues, shared on her blog just now that the provision that would bar Medicaid covering gender-affirming healthcare for trans people is out of Trump’s “Big Beautiful Bill.”

It did not require a point of order vote, and instead, Republicans pulled it out on their own, likely knowing they would lose the vote.

The House version of the bill included the prohibition on Medicaid paying for gender-affirming care for transgender people. The House version also banned policies sold in health care exchanges established by the Affordable Care Act from covering gender-affirming care.

The Senate’s version of the bill also included those provisions, but…

The rules of the Senate require a 60-vote majority to approve legislation, which meant some Democrats would have to vote ‘yes’ on the bill. Senate GOPers decided to use the “reconciliation process” to pass the legislation, which lowers the threshold to a simple majority, but the bill has to be centered entirely on budgetary issues.

The Senate’s parliamentarian ruled that the anti-trans provisions weren’t budgetary in nature and, therefore, if kept in the bill, would require 60 votes to pass.

Clearly, the anti-trans provisions were dropped at the last minute to keep Trump’s “BBB” moving forward.

Incredible news for trans people – the Medicaid provision is out of the Trump horror bill. It did not require a point of order vote, and instead, Republicans pulled it out on their own, likely knowing they would lose the vote.

Good job to everyone for calling their Senators. [image or embed] — Erin Reed (@erininthemorning.com) July 1, 2025 at 8:47 AM
